You should say:
You have one minute to prepare and may make notes. Then speak for one to two minutes; the examiner may ask one or two short follow-up questions.
I’d like to talk about my neighbor, Mrs. Thompson. I’ve known her for years, and she is one of the kindest people I know. She often helps others in our community, whether it’s by volunteering or simply offering a listening ear. I admire her kindness because she genuinely cares about people and goes out of her way to make a difference.
